In Little Cow Harbor, Monaco will be free to gamble and gavot. He can look smashing in a tuxedo. He can enjoy his hooves which were a generous gift to him from Queen Leeloo.
Queen Leeloo heard he was coming and said that it would never do for him not to have hooves in Little Cow Harbor. The other Sards would have teased him unmercifully and would have stepped on his toes during the dancing. It simply would never do. So, she magically produced them and, as they say, made it happen.
